EC Bins (Exceptional Circumstances Bins)

Extra general waste collection for eligible households


Exceptional Circumstances (EC) provisions aim to assist large families (5 or more permanent)  and households that produce nappies or domestic medical/incontinence waste.


Eligible households may apply for a free additional fortnightly kerbside collection of one extra 140L EC waste bin (at the same time, and in addition to, the one 140L general waste bin fortnightly collection provided as part of your Council kerbside waste collection service).

 

EC bin (exceptional circumstances bin) terms and conditions

 
  1. Exceptional circumstances bins must be applied through and approved by your local council (see ‘Applications’ heading below).
  2. Approved EC bin services are provided on a financial year basis and expire at the end of the current financial year, regardless of the initial application date.
  3. Approved applicants need to collect the EC bin from a FRWA Depot (see your council approval letter for instructions on what to do/bring when collecting your bin).
  4. Bins granted under exceptional circumstances must display a current ‘Exceptional Circumstances’ sticker on the front of the provided bin before collection.
  5. EC bins need to meet the same presentation criteria and conditions as the regular general waste service (e.g. bins out the night before, closed lid, no batteries etc.)
  6. A renewal application will be offered before the end of the current financial year and approval will be granted if you continue to meet your local council’s criteria.
  7. The Fleurieu Regional Waste Authority (FRWA) may conduct bin audits on EC bin service households.
  8. FRWA reserves the right to cease a collection service where there is repeated misuse of the service. This includes removal of the EC bin(s) if it is found that the conditions under which it was approved are false, misused or have changed and the application does not comply with conditions.
  9. Applicants need to advise the approving council if they move address or become ineligible for the EC bin(s).
  10. EC bins remain the property of FRWA/Council and cannot be transferred to different addresses or residents without approval.

EC bin stickers must be physically on the front of your bin and easily visible to the truck driver for collections (remove all old/expired stickers). EC bin service stickers expire 30 June each financial year. Please renew by early June and factor in time for delivery by Australia Post.

 * NB: There is a new renewal process for Alexandrina recipients for 2026-2027.

    • FRWA (not Alexandrina Council) will manage ALL Alexandrina EC bin renewals for the upcoming 2026-2027 financial year.
    • Recipients of the Special Medical Needs category will now also need to apply annually to renew their EC bin service. Automatic renewal and mailout for this category will cease for the next financial year.
    • Alexandrina 2026-2027 EC bin renewals are open and must be renewed and displaying the new sticker by 1 July 2026 for continued collection.
    • Based on data provided by Alexandrina Council, renewal invitation emails will be sent on 5 May 2026 – please add admin@frwa.com.au to your safe sender’s list.
    • Paper renewal invites for current recipients who have nominated for printed renewals, as listed on the provided  Alexandrina data, will be sent by 8 May 2026. If you do not receive your printed renewal application by 31 May 2026, please contact FRWA customer service on 8555 2467 (Monday to Friday 8.30 am to 4.00 pm).
    • All new EC bin applications will still be managed by Alexandrina Council.
